| POINTS | COMPETENCY DESIGNATION | DESCRIPTION OF WHAT MUST BE ACHIEVED |
| 5 | Demonstrates Superiority | Candidate fully understands the question and addresses the issues with appropriate illustrations. Uses the documents and writes with clarity and skill. |
| 4 | Demonstrates Competency | Candidate demonstrates an understanding of the question but deals unevenly with it. Responds to the question but may miss some points. Writing will be clear and readable. |
| 3 | Suggests Some Competence | Candidate shows comprehension of the question but fails to develop it well with adequate information. May have an erratic writing style. |
| 2 | Suggests Incompetence | Candidate Suggests inadequate understanding of the question and makes only minimal or confused effort to deal with it fully and in literate style of prose. |
| 1 | Demonstrates Incompetence | Candidate fails to comprehend the question and deals only slightly with the issues in a confused and irrelevant way. |
